The steel mill applies an in-situ chlorine-bromine-based biocide to control legionella in its cooling water systems. While effective, this treatment leads to high biocide consumption and repeated exceedances of statutory AOX limits.
At the same time, operating conditions are unstable. Blowdown control is linked to chlorine measurements, causing fluctuations in the cycles of concentration (COC). To stay within regulatory limits, the biocide must be dosed up to five times per day.
